So are ALL the DCs at the exact same time every time?
I've seen problems where devices on the network try and update or backup and somehow cause a problem in packet delivery.
Possible devices would be apple time machine, smart tv, modem or router update, nest thermostat, TiVo, Dvr of any kind or even a fax machine running on VoIP.
It's a long shot but stranger things have happened.

You know, I hadn't considered that a service could do that. I have both a time machine and a Vonage phone device. Going to try it without them and see what happens. Thanks for the idea!
