Not really, the cabal and fallen have no darkness. Also neither side really likes to follow the laws of physics so it's harder to compare.

I don't consider the fallen a major power, the cabal maybe but we've yet to see them fleshed out

They apparently have conquered millions of worlds according to some sources.

Maybe not millions (that's more like the hive), but they certainly have done well by mere numbers and military discipline alone, though they seem relatively helpless when in the presence of oryx's power
