Grimoire doesn't determine skill. It only shows what the person has done. I have a high grimoire score, but I'm real good in PvE and only decent in PvP.
I've seen tons of people with high grimoire score claiming they are the best at the game when in reality, they are terrible. It happens about 75% of the time give or take.
