Now I may be mistaken but didn't bungie at one point say that they fixed the rng for exotics to skew towards what u don't have?

That was only for legacy engrams I believe.

They did say that! I thought I was the only one that remembered them saying that. Raid, nightfall, crucible drop rates seem to prove otherwise.
