How can a perk on the weapon considered an expoit? Players didnt use icebreaker because they had special ammo when they started the match but things havw changed so players started to adept to the new change. Also using icebreaker will lower their light level giving the opposite team an adventage

Go back and look at the patch where they increased the sleeper simulant ammo from 7>9

Like any other patch, they solved one thing and they cause alot if other issues.

They also fixed an exploit in that patch. They fixed it to where you couldn't switch from a heavy to the sleeper and get max ammo from it, they even called it an exploit. The ice breaker in the exact same thing.

You're missing the point here... OP is Referring to people using the icebreaker to regenerate ammo then changing weapon to 1000 yard stare and having 18 rounds on it. If someone is actually using he icebreaker then fair enough but using it to get ammo for other special weapons negating the previous patch. That's the exploit.
