Yep. It's pretty weird.

Not weird at all. Bungie simply doesn't want the fanbase coming up with better ideas than the devs. Ideas that not only would keep players active and engaged, but would probably exceed a ten year plan. They want time gated progress based on what THEY think we want and deserve. It shows a total and utter disrespect for their players.
