No, the officer grabbed the guy's wrist and moved it down so that he would be aiming at the ground. He didn't fire then because he would have shot his foot.

He would have shot [i]himself[/i] in the foot if he pulled the trigger. And there was literally a HUGE crowd of people within arm's reach of him, most of which were idiots for getting close.
