The problem is that TTK is just one stat that goes into how well a weapon performs.
If they were to balance that, then every weapon would need the same time to empty a magazine, same reload speeds, same possible number of kills before having to reload.
I appreciate the idea, but one of Destiny's biggest flaws is that players and Bungie's sandbox team get too caught up in damage and TTK and forget it's everything else that really bring weapons to life.

Those things are still reliant on how the player uses the weapon. How quickly they can fire and if they opt to do 'manual' bursting. Skill with a weapon also implies using it resourcefully AND to the best of their play-style. When to burst, when to reload, etc. Even Number of kills before reloading is based on a players skill with a weapon as well as the obvious mag size. I feel more it's simply because their core idea of balance is so messed up that it's created this 'damage' centric weapon model. I'm just throwing out things that highlight player skill instead of the weapon being the edge
