Yeah I tried both of those things twice. I have the Legendary Edition of the game (disc) with the downloadable expansions plus TTK. I tried re-downloading the Add-Ons but I couldn't find the option anywhere. It just says "Purchased". I am reinstalling Destiny to see if that takes care of the problem. Just out of curiosity, any idea why Sony would suddenly not recognize or properly restore my licenses?

I'm not sure. Just to clarify, did you redeem all the codes for the DLC's that would have came with the disc? The disc itself is just the base Destiny game.
