Idk I'm split. Clone troopers have the tech but I think tactically it goes to the odst. My inkling is that you can trace all the bullets back to the clones, but the odst can hide in the bushes and remain invisible mostly..... Think Vietnam and the guerrilla warfare of it.

Their tech is more or less on a equals footing in terms of guns, although the ODSTs have superior armor, but then again thermal detonators may be more deadly then frags. So it's close.
