501st are trained harder than ODST's. The 501st aren't just the run of the mill clone troopers, they've been trained specially from the best of the absolute best, they're much more effective than a regular clone, and they've been handpicked by Darth Vader to serve as his fist. Note why they're called "Vaders Fist". ODST's are trained pretty well, but overall the 501st would topple them after a major-casualty firefight on both sides.

The ODSTs have far more combat experience then the clones, and the 501st while skilled were not special forces like ODSTs. Finally skills can only be honed so much before being perfected, and I would without a doubt say that ODSTs are more akin to ARC troopers then highly skilled clones.
