Hmm, so normally the Public Advisors endpoint would give you that:
/Platform/Destiny/Advisors/
But I just ran the query and it is tragically deficient. I'm filing a bug, there really ought to be more data available about bounties from that endpoint - we seem to only be returning two "availableBounties" at the moment, and I will have to investigate why!

It seems that the Shaxx ect bounties are locked behind the character advisors and even then only when you've completed the full quest line to unlock those weekly bounties.

Yes indeed unfortunately. After a bit of investigation, I found that any of those kinds of bounties aren't returned by the public advisors intentionally (because not everyone can get at them). That's the bad news. The good news is that when the ability to query publicly for specific users' Advisors is finally activated (hopefully next release, see the post I made earlier this week for details), you can query directly for someone who does have those permissions instead, as long as you have them enable the "show my inventory" privacy setting in their profile. At that point, you'll be able to use their data to see which bounties are open - or you could even make those queries specifically for individuals in your Clan to see their specific status with those bounties as long as they all enable the "show my inventory" setting!
