Where does it say that? If we have learned anything, it is that what Bungie says does not mean that is what they always do. Examples: -before Destiny release: "You can fly to Saturn" -before HoW: "There will be a new raid" -before The Taken King: "There will be more exotics than the rest of the DLC's combined" -before TTK weapons patch: "Auto Rifles will get 4% increase" -before this Weekly Update: "There is no Skill Based Matchmaking yet"
