I personally think they do ban players who. But if normal fail to report cheats then who's fault is it?

I don't think it's a matter of people not reporting cheaters. The number of people coming on the forum and complaining about cheaters and reporting them, and nothing being done despite reporting them, is rising. Sorry, I don't mean to argue. But the problem is getting worse and nothing seems to be done by Bungie.

But if it names the other player, Bungie will take it down. Then proceed to do nothing further. Or maybe they are. That's the whole point: they aren't telling us anything but political PR crap and we're sick of it.
