The kiosks only have weapons that you have already obtained, whether through a drop, Xur, or an activity reward.

That's what I mean instead of having access to hundreds of Midas once you discover it. What if you only had the one you had drop or both

Because they're available in case you accidentally dismantle something, or if you'd rather use the exotic shard now for one reason or another then need to make a purchase at a later time. I don't see any reason why the system would change. There's no upside for prestige, rarity, or anything by having a kiosk deplete its stores. It's not like you can hold more than one of that weapon at once.
