I agree with OP. Rahool is ill, or confused; he's not his usual self. I've gotten plenty of legendary stuff from rare engrams since TTK dropped, as well as Truth and Plan C from legendary engrams. The dude's not well. He might be having a fever, or a brain tumor. He's definitely not his usual self.
