I got a 320 ghost shell from the totems chest yesterday and my light level didn't go up after switching from my 313 shell

Essentially your light with the 313 was 313.0 had it been 313.3+ you'd have gone up, but now you're 313.7 These numbers aren't exact, but work for examples.

Because your character still averages out to that light level.

If you hover over your Light Level, you can see the effects of changing gear. You are probably just over the threshold for the level you are. So 7 more won't raise it, but it will get you closer. Generally, it's about 10 to raise it.
