What about skills that give dot? Hunter and warlock classes do. They just as cheap?
Thorn dot is massively useful in pve. Hand cannons get a multiplier hit in majour and ultra and the dot helps not only bring them down faster but help keep shields down while you reload.

Actually it's fine to have DOT, as an ABILITY. The problem comes because it is a primary weapon. You can just DOT people all over the place, which is a huge problem, especially at the reasonably high impact it already has. DOT is fine, but not for a primary weapon, that's just a joke.

You have no idea how good thorn is on shielded mobs. While you reload the dot ticks stopping them regenerating. Saves a lot of ammo which after the nerf is much needed.
