Exos were created by Clovis Bray II in a secret division of his company. This location is in-game as Overwatch.

Correct me if I am wrong, but wasn't it Clovis Bray, his father, that started the Exo program? Clovis II's memoir was talking about the chamber where pre-Exos "lost their body to the ice" during the conversation he had with his father about maps (AKA the many worlds interpretation of quantum physics)
