Definitely Iron Man. Yes the government is hunting down Bucky. However he could quite easily hand himself in. While he's running he gets hunted down with armed men. If he just walks up to I dunno the pentagon gets on his knees and puts his hands on his head he isn't going to get shot down in the middle of a public place. Especially with Cap at his side. Somebody had to answer for crimes committed. Yes he was brainwashed. But it's not like the American government would just throw away what could be such a useful asset. Therefore in my opinion Caps actions are unjustified. He should be the one bringing him in a peaceful manner. In respect of the accords I've got a contract with the place where I work. Do I trust them. Not really. Do I have to have a contract. Yes. End of that debate.
