Yes, somebody from Bungie saw CoDs design notes, copied it, and rushed the game out (hence the games state on release), to make cod look like the copy cat.

Again, Destiny came out a YEAR before Black Ops 3, therefore Destiny's concept and classes ideas were thought of and implemented way before Black Ops 3 was even in begining developement, in fact Bungie was already planning Destiny out around Halo 3 release, hence the Poster in Halo 3 that showed the Traveler.
