How exactly are you attempting to do this?
The shoot to loot perk on a weapon only works when you use that weapon to shoot ammo packs.

Ok, the weapon perk works differently from that. If your RR4 has the Shoot to Loot perk. When you shoot an ammunition pack on the ground using that weapon, the ammunition will be added to your reserve for your weapons. It basically allows you to pick up ammunition without having to run over it.
