Are you 100% sure? On the armor page https://www.bungie.net/en/Armory/Detail?type=item&item=3399822332&itemname=Iron%20Companion%20Sleeves it says they can drop in the "crucible"

The cloak is... Different. Iron banner comes every 2 months I think. Don't quote me on that.
