I think Osiris is secretly working/ being controlled by/for the nine, I recall him meeting with the nine on Europa, I also like to believe that the nine are the nine remaining Ahamkara, Ahamkaraa are thought to be extinct but I highly doubt they are. Ahamkaras are creatures that just by a single touch can change someone or control them
The key point that really convinced me, Bungie loves to make connections to real life history and stories, they undoubtedly know the story of Beowulf (and by extension Grendel and the Hobbit), not the shitty shader, the old English tale. In these stories there is a great dragon who holds untold wisdom, knowledge and power, however, they only thing they ever want and can never get enough of is gold. Or more specifically, gold coins. They hoard and sit on these vast piles of gold and are content. Now who is collecting coins like a madman while dishing out crazy powerful items? Xur. He brings out the items the Ahamkara/Nine wish to bargain off and in return he brings in loads of strange coins that his masters can keep for themselves and sit upon.
If Osiris did indeed visit the nine he could be being controlled or working for them at this tie. Clearly though this is all THEORY though.

He met with them on Europa, but the time "was not right" Now he works to get everything in the correct spot so that when they do touch our world and become weak, (insert whatever the final event is) will happen exactly as humanity needs it. Speaking of parallels, I see a lot of the Salem Witch Trials in early City history. -Factions attaining power through support. -"God" centered community -People making (or at least accusation of making) deals with the Devil (Ahamkara) in exchange for power, wisdom, ect. The Ahamkara remnants give the victim hallucinations and the bones speak silver words. What happens when a deal was struck, would it not ask for something more? Like a guardian's light? or even just permission to use their form like Salem's "Devil" Back to the Osiris controlling. The Nine caused Skolas' release and took part in bringing Oryx. Osiris brought the Trials (in preperation for Oryx and co. And to prepare guardians for a transformation) and Oryx. His goals don't seem to be the same as the Nine, and are much more in favor of humanity's survival than the Nine (although who can tell with how aloof the Nine are right now)

Yeah, good points, will be interesting to see how it all plays out, I would imagine we will have to see Osiris in game ant some point though outside of the trials obviously.

He was originally the main quest giver (and he lived in the Lighthouse), but that was changed. His in-game assets already exist is what I'm saying.
