Unfortunately there is no way to reverse this. Once to guardians are linked in the refer a friend program the referee can only complete the quest with the veteran they linked up with. On the flip side she can still do this quest by finding a referee and linking up with them. Her account is also considered a Veteran account so she can create her own refer a friend link.
