Has Xur even sold any Legacy Helmet engrams?

No worries, I was out for a few weeks, so maybe I missed it.

Nope so far he has only ever sold legacy weapon engrams. As has been said, best chance is the PoE chest. I got it a couple times from there during HoW, dont see why it woulsnt still drop as Y1 from there
