If they are walking, look at the off hand (ie. the shield free hand) side of the Phalanx.
If you use hand cannons, there is an almost 'impossible' one-shot headshot, which can be made between strides, whilst they are behind the cover of their sheild. You can aim, but the moment is fleeting, so snap instead.
