That's an exploit and you should be reported each time you do it. Why can't people just play in the boundaries intended? Pathetic.
Why even bother though? It's not like you can get kills under there...

Going anywhere out of bounds in the game is an exploit.

There aren't any boundaries there to begin with? He's just making use of the game mechanics to reach an area not intended for use. Again like you mentioned, that spot isn't giving him any clear advantages over anyone, not sure how you're confusing that with an exploit. Unless you know for certain that he's able to shoot from under?
