Ah but, Mew is the genetic parent to all Pokemon, Arceus is the creator God of all Pokemon and Bulbasaur is number 1 in the pokedex... Essentially it's a trick question but well done for saying Rhydon as it was the first created one when Pokemon was initially being made

Also, another tidbit of interesting info: Ditto is a failed experiment at cloning Mew to create Mewtwo, hence why Ditto and Mew have the same height, weight, color, etc. That is why theoretically Ditto can learn every move via Transform, much like Mew can learn every move.
