I don't see how this is a problem. I use shade step all the time and this is arguably the only good thing about it. What other powerful advantage do you get from it? There is no invincibility frame or other perk that would enhance it.

I Shadestep out of heaps of fights. The Nightstalker is built for zone control. You're nearly dead so you Shadestep backwards, toss down a wall grenade so they don't follow (and you possibly kill them) while you get your shield back
