Jango fett was a mandalorian. But I don't think boba is officially counted as a mandalorian but he has had mandalorian traning.

Anybody who aligns themselves with the Mandalorians is a Mandalorian. Whether they be human or not (considering the first Mandalorians were not). You're right, most Mandalorians do train from birth. But that doesn't make them all the same race. An black Spartan would still be a Spartan regardless (I know this would never happen, just an example).
