So um, I'm new to fallout. Just started playing fallout 3(I know, I should be ashamed for not playing earlier) but, how do I learn about the other vaults?

As in locations? You can just find them throughout the wasteland, you'll actually go to one later on in the story. You can also go to Vault-Tec headquarters in D.C ruins and complete a little task to acquire the location of every Vault in the Fallout 3 map. As for lore about them, you can usually find information about the Vaults inside the actual Vault through terminals, holotapes or the overseer's terminal.

Also sometimes there a people that will talk about the vaults through out the wasteland.
