No, it does not mean you win. It's just when you jump straight to 25 you're paying to skip past the first part of the game, which is just dumb. I say it is on the line between cosmetic and pay to win because it won't make you win, but it still gives you a level boost which should never happen.

What a load of rubbish. How is coming in at a lower level ever gonna be pay to win? They won't have experience... Are u really that bothered by it? Why does something that has absolutely no impact on you bother you?

I agree it's dumb but it's a common model for MMO games. Look at it this way, at least they're not on a subscription model. Imagine paying $15 a month to play Destiny. That would be terrible.
