I think the purpose of Manacles was to concentrate the scatter damage on a single target, NOT to allow for truly homing grenades. Normally scatter grenades deal very inconsistent damage even when thrown at someone's feet. If I'm right, Manacles are still serving their intended purpose even with reduced tracking

I agree this may have been the point but dont think they had that strong of tracking before. Now they barely move in the direction of the a movimg target. Im not saying they should have overly aggressive tracking. I think they were fine just where they were, not too strong & wouldn't just track from a great distance.
