He means because of latency issues for them playing with the US players. It's extremely laggy for them.

it still doesnt matter what country your from-hes looking to point fingers when half the time it could be a person from brazil whos causing the connection issue

That's not the case since most of brazilians I've spoken to have noticed it, and it happens EVERY game against americans (specially in ToO, where it's 3x3 and a more cautious match).
