Bungie cannot help you with Licensing other than give you the relevant links on how to clear your cache and restore your license.
If you are having trouble accessing licenses for content you have to contact PlayStation, they are the only ones how can help you with matters like this.

I have tried that route. They said the couldn't restore the license. I was told the would refund my money for me to purchase it again after review of the problem. I then 3-5 business days later got a denial from them. I have bought this game 2 times already and I'm not about to buy it again. I love the game, but not that much. My download list shows all the games except the original Destiny release and the House of Wolves expansion. If I try to download TTK from the PlayStation store (download list) it adds it to the download queue and the never downloads. I just want my game back!

PlayStation should be able to see them in your purchase history. Bungie though is basically the author and have no part in transactions and licensing. There is literally nothing they can do here. You need to keep pressuring PlayStation to find out what has happened.
