I think if players are "red bar" for a certain amount of time, they should be kicked from any pvp gameplay. It's honestly not fair even if you have just a bad connection. Banning them is a little much, but if you got booted out of the server after 1 min or so of being in the "red bar," I think that would solve a lot of frustration and bad gameplay.

Then again there is also the issue of Bungies servers as well. I've been in matches where almost everyone has been a red bar. I spent four hours playing PvP the other day and all I got were red and yellow bar players. I should edit saying that sometimes it isn't a connections fault, it could be Bungies servers being poor.
