This whole patch was a mess. At first I was happy to see some transparency in the update... Then it dawned on me they are full of shit, have done it before with iron banner when deej said it was intended then later a bug, and long ago even said they resent not being able to do ninja changes like in halo without getting shit on.

Well this clearly was a ninja nerf, and everyone having used the Sleeper Simulant a bit would instantly recognise this. I wonder if Reddit reacted. Might check it out.
