Those Sparrows that require an Eververse License are acquired though Tess Everis. They can be purchased with silver via the Custom Horn Kit (Lighrunner) or the Sparrow Toolkit

You get one free Sparrow Toolkit for completing the S-class license. I don't know yet if you can get it on multiple characters or, just one. I've also heard that once you reach SRL rank 3 you can potentially win sparrows as post-race rewards, but haven't seen it happen yet personally.

I did it on all characters, got a sparrow kit on first character and a horn kit on second and third :(
