Agree with your list, just 1 thing
ToO should have reputation that could be earned by completing PvE and PvP bounties to ear rewards (Motes, Coins, weapons and armor), the lighthouse can ONLY be accessed by going flawless in the event.

Take PVE out of it (since its supposed to be competitive pvp) and i'm with you.

Why, the whole idea is to give PvE only/solo players the chance to earn the gear outside of the event

No, that's the whole idea of factions.

Factions are designed for pvp not pve, most if not all the gear available from them are pvp based and last time i checked IB and ToO were considered factions why the anti-pve attitude, are you a nerf baby who -blam!-s everything up for pve?

Don't even say factions are for PVP the dead orbit scout has a pve roll

ToO was made for PVP players to get end game loot pve players already have the raid and night fall so now PVP players have IB and ToO so please don't try to give pve players more than PVP players its fine the way it is
