This is some people's first chance to use destablizer sparrows, as the tumbler was a limited timmed exclusive. I don't have a problem with this, same as I didn't have an issue with Xur drive sparrows being faster than raid ones.

You can get a destablizer sparrow from the Redbull quest, the SR-0 Swiftriver. There is a subsequent upgrade that then makes it the equivalent to the Tumbler. Those quests were said to become public to the rest of the player-base by January, if they aren't inclined to purchase some branded Redbull.
