OP has never heard of desync.
Simply explained, the second guy to get shot has a higher ping to the server than the original target. So when he crossed into the shot it had hit him due to minor amounts of lag, this is a very common thing among client side multiplayer... And bullet magnetization even if it did effect snipers (It doesn't) a bullet doesn't turn around and go back to hit something.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
