No it doesn't. The ending is garbage because Near makes educated guesses to figure out that light is the killer. If L used the same technique, he would catch Light in a week or two. L actually looks for evidence before determining a suspect.

No, after L's data on the case got wiped Near had to start from scratch and came to the same conclusion that L did based in the same evidence that L used. He's just a slightly more arrogant, white haired L. There's basically no difference in their character at all. They both have a gimmick (sweets/toys) They're both highly intelligent They both come from the same place They both dress similarly They both have a sitting gimmick They both are stereotypical anime characters. [spoiler]and he won because Light got arrogant and careless. His power and ideology blinded him[/spoiler]
