No, but Arc Blade doesn't even last 3 seconds. Slight exaggeration there but in all seriousness, Hungering Blade doesn't have a cooldown because you need to be literally in people's faces to trigger it. Honestly if you've used Arc Blade against good opponents you'd see first hand that you take MASSIVE damage when you're getting up close and personal. Hammers can be thrown all over the place from any distance. It was given a cooldown to stop you tanking an entire team from one end of the map to the other with zero effort.
