Not human, they have a capacity to think they are human, but those are programmed/predetermined thoughts developed in a lab.

For example, without spoiling anything for anyone reading this, on a mission the Synths I was told to capture [i]begged for their lives[/i]. This goes beyond programming into something to free will. And considering some characters are synths without anyone really knowing only solidifies this. Gen three synths are just like humans in their qualities and thinking.

All humans instinctively have fight or flight as a behavior. If you were at the mercy of a superior force and told you were going to have your memories wiped or die, you would act similarly. That was fear those synths exhibited, and fear is part of self preservation.

The capacity to think doesn't define a human lol. And in the world of the game, they only created the initial input/outputs, everything after that is the same as you, experiences. You have biological pre-determined algorithms, but you develop into who you are based solely upon experiences, and how you react to said experiences.
