You can also steal a set from them if you're properly hidden, but you'll still have to buy the helmet. Pick up the Shark Paint issue of Hot Rodder while you're there. It's in a rusty silver camper with a red skull by the door.

IMO, I think the Railroad and the Minutemen are the two best options because BOS is too arrogant to realize that not all synths were intended to be evil, and the Institute is stupid, sooo

You could just find it. That's how I got the best armor in the game. Look up where to find x-01 power armor in fallout 4. You must be over lv 30 I think otherwise it will be a t-60
