IMO a two burst kill is much worse than a two shot hand cannon kill. The learning curve for the Hand Cannon 2 shot at least made it so less people could pull it off.
As it is now it feels like many more people are two burst killing than people were two shotting with Thorn or TLW.
At least in the hand cannon era those guns were harder to come by. Two burst (some 2.5 burst) pulse rifles are very easy to obtain.

I think you have a point. Though, I found the hand cannon era somewhat fine because I felt like the only one using a pulse rifle. Thorn did annoy me to a degree.... But not enough to cause headache.
