Titanfall did it the best way. You cheat or have bad connection you get matched with other cheaters or bad connections players. You hang with a group that has bad connection or who cheat you get put into that group of red bars or cheaters.

Putting people who has a bad connection with people that are cheater is a bad way of thinking because some of those player aren't gonna enjoy the game and possibly might get a refund.
