My friend had trouble with that one too, he finally got it after adding a bunch of tier 3 medical stations on an alternate save. I am thinking that maybe building statues or jukeboxes might work, but I honestly don't know. I haven't tried to max it out yet

Jukeboxes need nearby power, like the lights. The statues are from a magazine

Generators and conduits. Link a generator to a conduit and it should power jukeboxes, lights, and other stuff within a certain radius of each conduit.
