There'd be little reason to use kinetic primary weapons in PvE if that was the case.

Nothing would stop [b]you[/b] from using a kinetic primary though

My desire to play efficiently would stop me.

Using a weapon with an elemental burn is usually only helpful again enemies with a shield. Then if it's not your burn you'll do less damage than if you used a kinetic weapon.
